About ASCEND
ASCEND is a youth employment and workforce development initiative that supports young people facing barriers to employment, education, and training. Through individualized supports, work experiences, community partnerships, and wraparound services, ASCEND helps participants build confidence, develop skills, and move toward meaningful employment and education opportunities.
The Program Associate plays an important role in ensuring participants receive timely supports and that program administration and operations run smoothly and effectively.
About the Opportunity
CSCNL is seeking a highly organized and detail-oriented Program Associate (ASCEND) to join our team as a temporary full-time maternity/parental leave replacement.
This position is ideally suited for someone with strong administrative and financial coordination skills who is passionate about helping young people succeed. The successful candidate will support the day-to-day administration of the ASCEND program, including participant financial supports, documentation, reporting, reimbursements, record keeping, and general program coordination.
This is an excellent opportunity for someone seeking community sector experience while contributing to a program that helps youth overcome barriers and achieve their employment, education, and training goals.
The role is primarily administrative in nature, with some participant interaction and relationship-building responsibilities.
Key Responsibilities
The successful candidate will:
- Process participant reimbursements, payments, and financial supports in accordance with program policies and procedures.
- Track participant financial assistance and maintain accurate financial records.
- Maintain participant files, records, and documentation.
- Support program reporting, data collection, and information management activities.
- Prepare and maintain spreadsheets, databases, and program tracking systems.
- Assist with participant onboarding and administrative processes.
- Coordinate program-related communications and scheduling.
- Prepare reports, correspondence, and administrative documentation.
- Support program compliance and documentation requirements.
- Respond to participant, employer, and partner inquiries as appropriate.
- Provide administrative support to the ASCEND team and assist with day-to-day program operations.
- Contribute to a positive experience for participants, employers, and community partners.
What We’re Looking For
Education
Completion of a college diploma, university degree, or an equivalent combination of education, training, and experience in a related field.
Required Qualifications
- Experience in financial administration, bookkeeping, reimbursement processing, or related administrative functions.
- Strong organizational skills and exceptional attention to detail.
- Experience maintaining records, documentation, and information systems.
- Strong client service and relationship-building skills.
- Strong written and verbal communication skills.
- Ability to manage multiple priorities and meet deadlines.
- Proficiency with Microsoft 365 applications, including:
- Excel
- Word
- Outlook
- Teams
- SharePoint
- Ability to work independently while contributing to a collaborative team environment.
Preferred Qualifications
- Experience working in the nonprofit or community sector.
- Experience supporting employment, training, education, workforce development, or community-based programs.
Assets
- Experience supporting youth employment initiatives or youth-focused programs.

Reporting Relationship
The Program Associate reports to the Director, Sector Workforce and Capacity and does not have supervisory responsibilities.
Work Arrangement
This position is based primarily in CSCNL’s St. John’s office and is largely in person, with some remote work flexibility available. Work arrangements will be discussed with the successful candidate.
Applicants must reside in Newfoundland and Labrador.
Travel is not required for this position.

Compensation and Benefits
This is a temporary full-time maternity/parental leave replacement position with an annual salary of $50,000.
The successful candidate will be eligible to participate in CSCNL’s comprehensive employee benefits package, including:
